North Korea said that its recent remarks hinting at a long range rocket launch is not a declaration of war or threats of a preemptive nuclear strike against the U.S.
Park Yong-chol, deputy director of North Korea's Institute for Research into National Reunification made this remark in an interview with CNN that aired Friday.
He said the fact that the North is a nuclear power does not mean it is going to use nuclear weapons randomly.
Regarding the land mine explosions along the border early last month that maimed two South Korean soldiers, Park said the North made it very clear that it had nothing to do with the incident.
He said that expressing regret on the South Korean soldiers' injury was not an admission of responsibility.
