A South Korean man who bound a Sri Lankan migrant worker to a load of bricks on a forklift and hoisted him into the air has been charged with violating the Labor Standards Act.

The Labor Ministry announced the findings of its investigation on Sunday, following public outrage over the incident.

Authorities determined the act constituted workplace assault and harassment and imposed a fine of three-million won on the perpetrator.

While the ministry investigated allegations of group bullying, it concluded that the harassment was carried out by a single individual.

The investigation also uncovered labor violations at the brick company where the incident occurred, including delayed payments totaling 29-million won in unpaid wages and pension contributions for 21 workers, with 250-thousand won owed to the Sri Lankan victim.
