Seoul Low-key on N.K. Telegram on Railway
An official says the government remains low-key over North Korea's telegram blaming South Korea for the cancellation of test runs of inter-Korean railways.
The official said Friday that the telegram is likely Pyongyang's announcement of its position on Seoul's expression of regret over the cancellation, adding no new proposal or factors are forthcoming at this time.
He said Seoul will maintain the basic framework of inter-Korean relations and will implement other plans as scheduled.
Seoul is also studying Pyongyang's intent in sending the telegram under the name of North Korean Cabinet Councilor Kwon Ho-ung, who led the North's delegation in inter-Korean ministerial talks.
