'Nuke Talks Still Lack Framework Pact'
The Chinese Foreign Ministry on Thursday said the fifth round of the six-party nuclear talks has not yet come up with a framework agreement.
Ministry spokesman Liu Jianchao said the basic framework should be decided before talks can proceed on working or expert groups, adding an agreement will end the first phase of the fifth round of the talks.
He said the parties are discussing the working groups and will decide on specific action to implement the joint statement at the next phase of the talks.
Liu also urged the monitoring of progress to determine what type of document will be announced at the end of the talks.
