A special cold wave advisory has been issued for Gangwon Province, the northern part of Gyeonggi Province and North Chungcheong Province.

The Korea Meteorological Administration said morning lows stood at minus 17-point-four degrees Celsius in Cheorwon, Gangwon Province and minus ten-point-three degrees in Seoul on Thursday. Busan saw its morning low plunge to minus four-point-seven degrees Celsius.

However, the weather agency added that afternoon highs will rise above freezing. Seoul’s afternoon temp outlook is one degree Celsius.

The weather agency said Seoul, Gyeonggi Province and the western parts of Daegwallyeong Pass in Gangwon Province will see snow of less than one centimeter on Thursday afternoon.
