A research center dedicated to studying abnormal weather patterns opened Friday in the northwestern part of South Korea.

The creation of the center was is in response to frequent occurrences of severe, abnormal weather conditions.

The center will monitor weather conditions by individual locale rather than by large area to increase the accuracy of forecasts.
