The Ministry of Information and Communication said Thursday that the International Telecommunication Union ranked the nation atop the Digital Opportunity Index two years in a row.

The index evaluates a country’s information and communications development by analyzing related infrastructure, penetration rate, use and eight other categories.

Japan was ranked second followed by Denmark, Iceland and Hong Kong.
