The Science and Technology Ministry says it will prepare by next month ethics guidelines for the verification of scientific research following the Hwang Woo-suk stem cell scandal.

The overarching guidelines that will apply to all state-funded research will be finalized in an inter-ministerial meeting in June and be introduced on a trial basis in the year's latter half.

The ministry submitted the plan to parliament Monday, adding that it will also establish a system for safe and ethical egg donations and ban donations from minors, employees of related research firms and women who have not given birth previously.
