Those caught scalping could soon owe the government a fine of more than ten times their illicit proceeds.

Minister of Culture, Sports and Tourism Chae Hwi-young presented the plan to President Lee Jae Myung during Tuesday's Cabinet meeting.

Current law allows for criminal penalties and administrative fines to be imposed on ticket scalpers, but the proposed provision would enable the government to levy a comparatively simple administrative surcharge without going through criminal court.

The minister said imposing a fine higher than the potential scalping profit would cause significant economic damage to the perpetrators.

The government will also reward those who report scalpers to authorities, and is considering revising current regulations that restrict only scalping via macros to include all marked-up resale tickets.
