The top office’s director of national policy says a clause on “commercial rationality” is included in Article 1 of the memorandum of understanding on the outcome of the South Korea-U.S. tariff negotiations. 

Kim Yong-beom delivered the information Thursday during a parliamentary inspection of government agencies when asked about concerns that Seoul could have difficulty recovering the principal and interest on its investment in Washington. 

He said the latest clause was added to avoid the investment going into projects where prospects of recovering the principal and interest are unclear.

Kim also downplayed fears that the U.S.-bound cash investment of 200 billion dollars with an annual cap of 20 billion dollars could rattle the foreign exchange market, saying that amount can be procured without undue burdens.
