Ruling Bloc to Exclude Rich from Consumption Coupons in Second Round

With the government scheduled to issue its second round of consumption coupons September 22, it and the ruling Democratic Party have decided to exclude wealthy individuals from the program.

Ruling party lawmaker Youn Kun-young announced the plans Tuesday after a policy coordination meeting between the government and the ruling party at the National Assembly.

Youn told reporters that the government will use household health insurance premiums as the eligibility standard, just as it did in 2021, but will establish a separate cutoff to exclude high-asset individuals.

He said the government will also introduce special provisions for different kinds of households, such as single-person households and high-income households.

Addressing complaints about restrictions on where the coupons can be used, Youn said the ruling bloc has agreed to expand their use to include consumer cooperatives.
