A law restricting the residence of high-risk sex offenders will be introduced.
The Ministry of Justice announced on Tuesday that it plans to give legislative notice on Thursday of the enactment of such a law as well as a revision to the law on chemical castration of offenders.
The law and revision designates state-run facilities as residences for high-risk sex offenders, instead of just prohibiting residence within a certain radius of the victim, in consideration of the density of the greater Seoul area and the potential regional shift that may result as a consequence.
The ministry also plans to treat such offenders with a drug regimen and even allow those incarcerated but not prescribed such treatment to be given the drugs after sufficient explanation and consent.
High-risk offenders include those who have been sentenced to more than ten years and are subject to electronic monitoring, as well as those who have committed sexual violence crimes against children under the age of 13, or have committed sexual violence crimes three or more times.
