Minister Apologizes after Offender under Watch Confesses to Murders

Justice Minister Park Beom-kye has issued a public apology for the case of a convicted sex offender who confessed to killing two people before and after cutting off his electronic tracking device to flee.

Speaking to reporters on Monday, Park apologized, adding his ministry will announce measures later in the day to guarantee the tracking system's effectiveness.

The minister called for changes and improvements regarding budget, manpower and organizational culture to prevent recidivism.

The offender in his 50s, surnamed Kang, was released in May after serving a 15-year sentence for robbery and sexual assault. A repeat offender, Kang was ordered to wear the ankle monitor for five years.

On Sunday, Kang confessed to killing two women he had previously known, before and after cutting off the device and fleeing on Friday.
