BOK Calls for Revisions to Electronic Transaction Laws following Mergepoint Controversy

The Bank of Korea(BOK) called for discussions to revise electronic financial transaction laws to better protect consumers following recent complaints over a discount app operator's sudden slash in services.

In a statement on Wednesday, the BOK said discussions should focus on reinforcing clauses to protect consumers.

A revision bill submitted to the parliament's national policy committee includes requiring electronic sellers to deposit prepaid charges at an external financial institution and guarantee consumers' preferential payment rights.

The local discount app, Mergepoint, attracted about one million members in recent months, for its 20-percent discount offer on a prepaid charge that can be used at about 60-thousand retail chains, convenience stores and coffee shops.

Amid a review by financial authorities on the validity of the service, Mergeplus, the app operator, announced last week that it has decided to restrict the use of its discount points to food-related services.
