S. Korea to File Complaint with WTO on US Safeguard Measures

South Korea plans to file a complaint with the World Trade Organization against the United States safeguards on Korean washing machines and solar panels.

U.S. President Donald Trump signed a proclamation on January 23 that imposes heavy anti-dumping duties on imported solar-energy components and large washing machines.

The proclamation stated that the United States will announce within 40 days if it sees the need to reduce, revise or terminate the safeguards through discussions with WTO member nations.

South Korea's Ministry of Trade, Industry and Energy said, however, that there was no such announcement from the United States until after the deadline on March fourth, which means Washington rejected Seoul's calls for reducing or withdrawing the safeguard measures.
