South Korea’s Unification Minister says Seoul is willing to talk with Pyongyang over several issues the North is interested in without any conditions.  

Cho Myoung-gyun made the remark in an year-end meeting with reporters on Friday. 

He said the South will pursue more active policies toward the North next year including taking advantage of the PyeongChang Winter Olympics.

Cho did not mention the issues the North is interested in, but some speculate that the South may even be willing to talk about providing security guarantees for the North.
