United Nations Undersecretary-General for Political Affairs Jeffrey Feltman has reportedly told the UN Security Council North Korea does not believe the time is right for negotiations.

Feltman visited North Korea last week and met with senior officials in an urgent effort to create dialogue opportunies between Pyongyang and the international community.
 
Bloomberg News cites a European diplomat on the Security Council as saying North Korea leader Kim Jong-un plans to continue developing the country's nuclear program until it achieves a deterrent capability.
