North Korea has agreed to the free entry and exit of South Koreans to and from the inter-Korean Gaeseong Industrial Complex.
As a result, South Koreans are entering the complex through the South-North transit office as of 9 a.m. Thursday.
A Ministry of Unification official said the entry and exit of South Koreans are running smoothly due to the North's consent.
As Seoul decided to suspend operations at the industrial complex in response to the North's fourth nuclear test and sixth long-range missile launch, only the minimum number of people needed to shut down the factories are being allowed to cross the border.
Meanwhile, North Korean workers are not said to have shown up for work Thursday morning.
An official with a South Korean company operating in Gaeseong told KBS that North Korean workers didn't come to work.
Workers usually report for duty at 7:30 a.m. South Korea time, but some 300 workers didn't show up.
