A policy forum was held at the National Assembly on Monday to discuss the so-called "K Project" aimed at creating another inter-Korean factory zone similar to the Gaeseong Industrial Complex.
Participants discussed the need for a second factory zone, the potential of the Gyeonggi Bay area as a Northeast Asian logistics hub and ways to develop the area.
Chairman of the association of South Korean firms based in Gaeseong Chung Ki-sup said it's impossible to predict the future of the Gaeseong complex.
He added that due to innate problems, such as restrictions on new investment and the type of businesses allowed, corporate investment at Gaeseong is stagnant.
He called for the creation of a second complex as well as improvements in cross-border ties for corporate management to be more stable and effective.
The K Project is a North Korea policy proposal pushed by ruling Saenuri Party lawmaker Park Sang-eun. It calls for reclaiming the Gyeonggi Bay tidal flat and delta reaching from Haeju in North Korea to the South's Incheon and developing the area into a unified special economic district.
