Inter-Korean Working-Level Meeting Begins Thursday

South and North Korea began working-level talks shortly before 1 p.m. Thursday on the North's side of the truce village of Panmunjeom. 
  
The Ministry of Unification said the meeting, which was scheduled to begin at 10:30 a.m., was delayed by two hours and 20 minutes due to technical difficulties in the North. 

Kim Ki-woong, the head of the Unification Ministry's special office for inter-Korean dialogue, is leading South Korea's three-member delegation. 
 
Before the delegation left for the talks, Kim said the delegation will do its best to "faithfully implement" agreements reached by South and North Korea during border talks in August.
