North Korea has blasted South Korea for engaging in "treacherous provocations," referring to a new war plan devised by Seoul and Washington and Seoul's mentioning of a "decapitation strike."
In an editorial Friday, the North's propaganda Web site Uriminzokkiri expressed deep concern that decapitation strikes and Operations Plan (OPLAN) 5015 have been circulated by South Korean media.
The North denounced the South for blatantly disclosing to the media a war scenario targeting the North's leadership even before the ink has dried from the inter-Korean agreement earlier this week, and called Seoul's action an explicit betrayal.
The site also said it's an intolerable insult trampling on the wishes of Korean unification.
The South Korean military unveiled the concept of a decapitation strike during a Korea Defense and Security Forum (KODEF) seminar Thursday. An official explained that it refers to removing in advance the person in the enemy camp in charge of giving final approval to using nuclear, chemical and other weapons of mass destruction when there are signs the enemy country is about to use those weapons.
