'Seoul Attempted to Propose Inter-Korean Talks'

Pyongyang is said to have rejected a proposal from Seoul to hold inter-Korean talks.
 
According to a Ministry of Unification official on Monday, the government intended to deliver a letter to North Korea last Wednesday, the same day former first lady Lee Hee-ho visited the North, but Pyongyang refused to receive it. 
 
The letter, signed by Unification Minister Hong Yong-pyo, is said to have included a suggestion to hold talks between the two Koreas over matters such as resuming reunions of separated families. 
 
However, details on the level of talks and the agenda that Seoul had intended to propose are not known.
 
According to some analysts, Seoul may have wanted to resume the government-to-government talks on the occasion of Lee’s visit to the North, which it had defined as a private event.
