The National Emergency Management Agency has launched the second phase of its emergency operations system to prepare for typhoon Neoguri, which is moving northward.

The agency upgraded its emergency operation level from stage one to two an hour after a typhoon warning was issued for Jeju Island at 7 a.m. Wednesday. The agency ordered all organizations to take steps to prevent damage to facilities particularly weak to natural disasters.

Typhoon Neoguri is expected to move toward Jeju’s southern waters during the day and then turn eastward. The typhoon is likely to reach Japan’s Kyushu region on Thursday morning.

Typhoon Neoguri is the eighth typhoon of the year and is mid-sized with winds spanning at 450 kilometers. Winds at its center are estimated to be blowing at 43 meters per second.

The agency’s emergency operation system for natural disasters is made up of three phases. The agency has operated at the level one emergency mode since 7 p.m. Tuesday.
