Seoul Seeks to Promote Whistle-blowing with System Similar to Plea Bargaining

The Seoul Metropolitan Government plans to introduce a system similar to the U.S.’ plea bargaining in a bid to promote whistle-blowing.

 

Seoul City unveiled the plan Thursday, which marked the second anniversary of the effectuation of the antibribery Park Won-soon Act named after the current Seoul mayor.

 

The measure is aimed at encouraging city employees under audit or investigations for alleged corruption to reveal irregularities committed by others in return for reduced punishment. 

 

Mayor Park said while the Park Won-soon Act provided a turning point for corruption-free officialdom, the envisioned plan focuses on strengthening the self-purification capacity through self-control, responsibility, communication and cooperation.
