Reuters: Russia Has Issues with UN Draft Resolution on N. Korea

Reuters reported on Thursday that Russia is hindering action on a new UN draft resolution to punish North Korea for its fifth nuclear test.

Quoting a high-ranking UN Security Council(UNSC) official, Reuters said Washington and Beijing reached an agreement on the draft text and that it has been given to the other three permanent UNSC members — the U.K., France and Russia.

The official said the draft text supplements the shortcomings of Resolution 2270 that was passed in March following Pyongyang's fourth nuclear test.

The official said Moscow has some issues with the content. Noting, however, that China could persuade Russia to agree on it, the official expected the 15 UNSC members will be able to vote on the package of sanctions as early as next week.

Chinese Foreign Ministry Spokesperson Geng Shuang declined to comment on media reports about the agreement between the U.S. and China over the content of the resolution, saying only that the permanent members are still in negotiations over details. 

The UNSC began to discuss fresh sanctions against the North in the wake of the regime’s fifth nuclear experiment on September ninth.
