Nat'l Assembly to Begin Discussing N. Korean Human Rights Act Next Week

The National Assembly's Foreign Affairs and Unification Committee will hold a plenary session on November 24 to review the North Korean human rights bills proposed by the ruling and opposition parties.

The committee will go through a preliminary discussion on the bills on November 25 and submit it to the subcommittee with an aim of passing one by the end of this year.

Earlier, the Saenuri Party members of the committee agreed to combine the separately proposed five North Korean human rights bills by its party members into one before presenting it.

The ruling party's combined bill calls for setting up an archive center for records related to the North Korean human rights under the Ministry of Justice. The center will collect instances of North Korea's human rights violations, which will serve as basis for a basic plan to address the issue, which will be drawn up by the unification minister.

On a North Korean human rights foundation which will be established under the envisioned act, the ruling party plans to allow it to support humanitarian activities in North Korea as well to relieve the opposition camp's concerns. The opposition party have been pointing out that the foundation under the ruling party's bill is practically to support organizations that fly anti-Pyongyang leaflets over the inter-Korean border.
