UNHRC to Recommend UNSC to Refer N. Korea to Int'l Court

Japan’s Kyodo News says the U.N. Human Rights Council will likely call on the Security Council to refer North Korea’s human rights violations to an "appropriate international justice mechanism."
 
The Japanese news agency made the report based on a draft resolution it obtained on the North Korean human rights situation.
 
The reports said the draft expresses "grave concerns" about organized, extensive and grave violations of human rights in North Korea.
 
It also urges the Security Council to take an appropriate action against the North Korean regime’s abduction of foreign nationals and other violations.
 
The EU and Japan are working out the draft resolution, which will be presented to the U.N. Human Rights Council for adoption later this month. Forty-seven member states will vote on it.
 
The U.N. Commission of Inquiry on human rights in North Korea submitted its report to the human rights council on Monday.
 
The report recommends the Security Council refer North Korea to the International Criminal Court or establish an ad hoc tribunal within the U.N.
